Treasurer’s Report

The Treasurer’s Report was delivered by Chris Coomber. SGRA has a balance at bank of £309.30.  A copy of the report will be placed on Facebook

Managing Agents Report on S106 HandOver

The handover has been completed and the details of the new directors of Shoebury Garrison Management Company Limited (“SGMCL”)  are lodged at Companies House. New Share Certificates have been issued to owners and leaseholders.

The four new directors introduced themselves to the meeting.


Election of Chairperson, Officers and Committee

A proposal for one new committee member had been received and seconded. Ian Hucker was duly elected.

No proposals had been received for any officer positions. 

Chris Coomber, a founder member of GRA will stand down from Chairman on 31st January 2024. The meeting thanked Chris for his years of work and dedication.

Pamela Deakin will stand down as Secretary on 31st January 2024.

Report from the Managing Agents

Robert Fowler delivered the Managing Agent’s Report.

Maintenance has been ongoing throughout the year, including major redecorating and repairs in Horseshoe Crescent and apartment blocks. Annual tree inspection has taken place and relevant works have been completed. 

During the year the managing agent has followed up many queries and concerns from residents, including liaising with SCC departments where appropriate. Residents’ continuing concerns regarding Drill Shed parking and overnight lorry presence were noted.  

Estate parking continues to demand attention: discussion between SCC and estate management regarding traffic management and the impact of increased parking regulation proposed by SCC for surrounding roads needs to be addressed.

Road clearing and gulley emptying will take place on 11/ 12th December 2023

Other Reports

The report from Daniel Garrun, Gunners Park Ranger, was read out and will be posted on the SGRA web page.

Peter Lovett (Shoebury Residents’ Association), who has worked extensively on local planning status for the proposed 214 homes Bellway development off Barge Pier Road, provided an update. Ongoing major concerns regarding the proposed route to import 40,000 lorry loads of infill materials are being challenged:  issues include contamination, environmental impacts from raising site levels by 3-6 metres, environmental impacts from excessive traffic volume. Heavy metals, hydrogen sulphide and methane have already been identified on the site, causing official warnings for any workforce.  Fluvial flooding risk has been highlighted, and the drainage flood gates at Gogs Berth remain inoperative and not maintained. SCC has failed to report adequately since 1992.

The meeting thanked Peter for his report, and for his ongoing work.

Any Other Business

The meeting asked why council officials have failed to act on notified risks. Councillors noted that Central Government requires compliance with build targets and has power to take direct control if they are not met: they would continue to pursue the points of concern.

Carol Concert

The Carol Service will take place by the Clock Tower on 10th December at 4.00pm. Thanks to the Leigh Branch of the Salvation Army

2.  Minutes of the Previous Meeting

The minutes of the meeting of January 22nd were approved with the addition of the name of the proposed Treasurer, Peter Melville, and the deletion of Ian Hucker and insertion of Nick Kenney as proposed Chair.

3. GRA Officers

A vote of thanks was given to Pam Deakin for her work on the committee as Secretary. Pam Dewey was welcomed as the new Secretary. See AOB for appointment of Honorary Treasurer.

4. Report back from SGMCL meeting 5th February

In the absence of Richard, Robert reported. The final budget, an increase of about 10%, was approved. The estate lighting was reviewed, looking at replacing to more powerful lamps on a revolving programme. The gardening spec was finalised and will be put out to tender. The proposed controlled parking had been scaled back to North Camp on a trial basis. 

ACTION: Robert to contact residents. 

No clarity on responsibility for Westgate but SGMCL taking responsibility for now and it had been cleared. 

ACTION: Robert and Michael were requested to check as its thoroughness was questioned. 

The mess coming onto the Garrison from the Cantel site was discussed.

ACTION: Robert will contact them. 

The media attention to the proposed parking and reference to a survey was discussed. There had been no recent survey. The use of AMPR to check cars was discussed. Robert’s letter to the relevant householders will be copied onto the FB site.

Feedback from Bellway

Chris, Cliff, Nick and Richard met with Bellway and discussed various issues such as the 6 metre level, flooding, section 73 etc. Michael Deakin’s document to be forwarded to committee. Everything put forward in the original planning application has been ignored. New legislation since 12th February allows councils to refuse planning permission. Affordable houses reduced to 10% (no affordable houses reported in the Echo). The original plans did not pass the sequential test (looking at other areas, making comparisons, impact on essential services). Bellway have not engaged with Anglian Water and seemed unaware of original problems with the planning application. 

5. Fowler and Spencely report

Estimates have been obtained for the maintenance of the clock hands and faces and a Saffron Walden company has quoted favourable at £11,500 including VAT and access. A question was asked regarding availability of a grant as it is a Grade II listed building.

ACTION Robert to investigate.

SGMCL has decided to replace like for like the timber posts around Gunners Rise, budget £4000 per year. The walkabouts are to continue to include a director. Nick and Ian volunteered to attend for GRA. 

6. Voluntary Maintenance Group

Nick asked whether some money could be available for simple maintenance. Damion volunteered to help.

Pam Deakin asked whether she should stay on the committee. Resounding yes please!

Peter Melville asked if he should respond to the email asking if he wanted to be treasurer. He was told ‘yes’ and his position was confirmed by the committee. The handover of the relevant documents will be managed outside the committee. 

Peter asked for funds to be transferred in advance for the VMG (item 6) but this was refused.

The minutes of the AGM meeting (27th November 2023) were approved.

The small number of attendees was noted.

  • Election of GRA Officers

Ian Hucker was welcomed to the Committee. He noted that he was pleased to be involved.

Pam Dewey agreed to liaise with Pam Deakin to take over as Secretary.

Chris had met with Damon Beech and Peter (name wanted) – a former SGRA member – regarding the possibility of Peter joining the Committee as Treasurer.

Chris asked Ian Hucker if he would take over as Chair. The matter was unresolved.

  • Liaison with SGMCL Directors

The Committee discussed the approach to liaison with the new Directors.

Action: To be clarified. 

It was noted that the Parking issue has become more problematic due to changes in Council parking regulation for surrounding roads. 

  • Managing Agents Report

Routine landscaping activities have continued. 

The budget for 2024/5 is being finalized with SGMCL

The West Gate area has been in a poor state: cost of a one-off clearance has been estimated at £1100. Further investigation reveals that responsibility for maintenance does fall on SGMCL.  It appears that the lamp in this area has never been connected.

Action: to be pursued.

Key areas for extra maintenance have been identified as follows:

  • Hands on the Clock Tower require attention:  quotes have been requested

  • Discussion is continuing regarding the timber posts and replacement of tree containers around Gunners Rise: Cliff will send details of possible containers to Fowler & Spenceley

  • New Development

Proposals for routes to bring infill to the New Barge Pier Road development are not yet resolved. There are concerns about contaminants in the present surfaces,

Similar contamination concerns affect the Cantell site.

The need for an adequate builders’ fence between the Garrison estate and the Cantell site was questioned.

More information is to be gathered. 

  • Any Other Business

Lighting from the Commandant’s House to the end of Mess Road and in Warrior Square Road is poor. 

Action: matter to be referred to SGMCL

Following the change of Treasurers, Santander requires a new mandate from the Committee.

Action:  Chris to arrange.

Nick Kenney suggested that a Site Inspection should be made each quarter, involving representatives from SGMCL, GRA and the Managing Agents.

Action: To be pursued

Nick also suggested that a Garrison Voluntary Maintenance Group should be formed to address minor “housekeeping” tasks around the Garrison estate.

Minutes of Previous Meeting

The minutes of the previous meeting were approved. 

GRA AGM

It was confirmed that Hinguar school hall is booked. Arrangements have been made to ensure access on the night:  Pam Deakin will collect an Entry Access Card on the Friday before the meeting.

The Committee also agreed that GRA would make a donation of £50 to the school.

Notices of the event will be posted on the webpage and Facebook page.  Printed notices will be placed in the Cart & Wagon Shed and on the school notice board.

Chris agreed to prepare the Treasurer’s Report.  The Committee agreed that he should continue as Acting Treasurer.

The Chairman’s Report will be prepared by Cliff.

Invitations to attend will be sent to Councillors, Directors, Fowler & Spenceley, Shoebury Residents’ Association and Police representatives.  Pam Deakin to arrange.

The need for delivery of flyers is to be clarified later.

SGMCL  Update

A Directors’ Meeting had taken place on 19th September. All registration steps are now completed. The issue of new Share Certificates is in hand.

Further meetings will review status reports and plans for the future.

West Gate and New Development

The movement of earth to the Bellway site and the height of the new build on the proposed much raised level are being questioned.  Both the route and the quality of imported soil are subject to further queries to the Planning Office.

Ownership of the neglected area by West Gate is still unclear, Robert indicated that the area could be tidied and maintained with little effort and expense. Action was agreed.

A houseowner beyond the West Gate has purchased a small portion of road and three alleyways.  The new owner disowns responsibility for the upkeep of these areas.

Managing Agents Report

Sec 20 works are taking place on four blocks. Two blocks are almost complete, with very good feedback on new contractors.  Work continues on two blocks

Following trouble with door intercoms in the Chapel Road block it was discovered that rats had eaten wiring. The matter is being addressed.

The landscapers have been asked to remove the weeds on Garrison land near the cricket field.  More seed etc is to be applied to the grass on Gunners Rise. There is to be a meeting with contractors to review samples of posts available for Gunners Rise: residents will also review.

Gardeners have been asked to take greater care following overspraying onto plants.

Any Other Business

Darren & Pam had met with a representative of the Cricket Club. Pam Dewey’s report is attached.

Pam Dewey has agreed to attend a meeting about the proposed new Health Centre. Date to be advised.

The 2023 Carol Service will take place on Sunday 10th December at 4.00pm. Capt Rob and Clare from Leigh on Sea have agreed to step in to support the Shoebury group.

The minutes of the previous meeting were approved. It was confirmed that there had been no further news from Cllr Jarvis regarding use of the rill Shed and Chapel,

  1. Progress of Handover to Resident Directors

There will be a meeting of the directors on the 19th September 2023.

There has been progress regarding the Share issue. New shares will be issued to all owners; a Proposal for a Share Indemnity to safeguard that any unreturned original shares are not valid will be considered by the 4 directors and Robert Fowler.

All SGMCL directors are now registered at Companies House.

The following questions were asked:

  • What is to be the Quorum number of directors required to confirm decisions

  • Will Minutes of directors’ meetings be published

  • Will a Statement of Aims and Objectives be published which continue the terms stated at the setting up of SGMCL.

It was suggested that the Statement of Objectives should be sent out with the new Share Certificates

  1. GRA Facebook

Pam Dewey asked Daniel why she and Tim were blocked from posting comments about removal of mature trees from the Taylor Wimpey site. Daniel responded that he is not involved in administering the Facebook site, and cannot accept the workload involved. The page is currently monitored by Damon Beech. 

Pam noted that she and others are concerned about the way this duty is being completed.

Following discussion it was decided that the current arrangement should be re-examined, and changes should be considered.  Pam offered to share the duties, but felt that she could not take full responsibility.

Daniel will send relevant information to Pam.

  1. Taylor Wimpey and Bellway Developments

It was felt that continuing discussion about the trees is futile. Louise (Taylor Wimpey) had set Taylor Wimpey’s reasons for the planned approach, which were agreed by arboreal experts and accepted by the planning authority. 

Questions were raised about the fence line between the TW development and the Garrison, which show a pathway from the new site onto Chapel Road. Implications of access to a private road could generate unwanted nuisance – for example TW resident parking on the Garrison Estate.

The ownership of the land by Westgate was questioned.  This land was absent from the schedule of SGMCL responsibilities, the owner is unknown and it remains in poor condition. Robert has obtained the details of all Shoebury Garrison estate land from the Land Registry and is in process of identifying relevant legal positions.

There is significant local opposition to the proposal to bring topsoil to the Bellway site in New Barge Pier Road. Further questions The grass areainclude the contaminated soil on the existing fllood plain and the arrangements for transporting further topsoil from beyond Southend.

  1. Managing Agents Report

Various major works have been completed:  the external decoration to Willow Court and Gunners House; J and M Blocks in the Horseshoe. In other blocks in Horseshoe Crescent and Chapel Road works are now in the hands of new contractors.

In Gunners Rise various landscaping issues have been highlighted:  the grassed area in the centre has a high weed content; 4 trees have died; many timber posts have rotted. Darren has reported that various residents have complained but have received no response. On behalf of the managing agents, Michael asked for more information on the issues and assured Darren that they were being followed up. Action so far has included

  1. Weed and Feed has been applied at the appropriate times using a recommended products:  however, the soil is poor and weather has favoured weeds over grass

  2. The four trees, which were replacements for the originals, are now thought to be unsuitable for the area. Wooden planters with draught-tolerant plants are now being considered:  residents are invited to comment on preferences and possibilities

  3. The current replacement cost for the rotted posts is considerable.  The agents have considered alternatives using non-rotting materials:  plastic posts and chains have been quoted at £7000 (mostly labour costs)

Referring to the proposed wooden planters, Cliff asked if galvanized metal containers would be a suitably stylish and practical solution. He also suggested that Sinking Funds could be enhanced.

8 Cricket Pavilion Plans and Anti-Social behaviour in Barge Pier Road

The booking arrangement for the tennis courts appears to be problematical. A letter is to be sent to Cllr Jarvis.

The minutes of the previous meeting were approved.

2 Coronation Celebration

It was agreed that the budget for the event was increased to £350:  to include Bouncy Castle £100, and Curtis Entertainer £150 (special price for the day).

Pam Dewey is leading the organization effort: there had been little response for requests for Garrison residents to assist. It is hoped that various additional events will be included:  football / tug-of-war. 

Curtis has suggested that people should be seated nearer to the Pavilion to get greater participation.

The use of the Pavilion for electricity is to be checked: Pam has requested written confirmation from SCC. 

A First Aid table will be organized.  Bunting will be arranged by Pam Deakin.

Profiles will be raised on web page, FaceBook and posters.

Pam has arranged to meet available helpers on Tuesday 2nd May at 10.30am to check final status.

3 Progress of Handover to Resident Directors

The prospective directors are Clare Morris, Richard Spence, Jonathon Hunnibal and John Brooks.

A meeting is planned for 3rd May.

When all directors are on board, Robert will arrange rescinding of the original shares and issue of new shares to property owners.

It was suggested that the pack to owners  could include details to highlight covenants throughout the Garrison estate. 

4 Any Other Business

Apathy of residents continues to be a concern.

When the new directors are in place, GRA will implement the various suggestions to encourage participation.

The next walk-round review of the estate is due on 18th May.(meeting at 10am at the Clock Tower).  Nick Kenney has asked to be included. 

It was noted that the large hedge at the junction of Chapel Road and Warrior Square Road restricts vision for drivers from Mess Road direction.

The new road markings at the junction of Warrior Square Road and Chapel Road (both private roads) had been recommended by SCC’s Safety Officer. Road markings in Conservation Areas are approved by SCC. Richard questioned whether signage would have been more appropriate, and noted that it could set a precedent for more road markings on the private estate.

SCC is not inclined to take action regarding contravention of covenants by the Wet Suit Outlet. It was suggested that a contribution to the estate roads should be raised to compensate for damage and inconvenience caused by the excessive number of large vehicles.

2 Coronation Picnic

Pam Dewey, Chris Coomber & Pam Deakin will meet on Monday 3rd April to discuss progress.

The Committee agreed to allocate £150 from GRA funds.

3 Update on Handover to Resident Directors

Robert reported that Notices have been sent to the prospective directors with suggested dates for their initial meeting. Latest date is 20th April 2023.

The prospective directors are Noel Morris, Clare Bonner, Richard Spence, Johnathon Hunnibal and John Brooks.

When all directors are on board, Robert will arrange rescinding of the original shares issue of new shares.  New share certificates will be issued to property owners. Other formalities – for example relating to owners who cannot find their share certificates – will be put in place.

. It was noted that it has become important that formalities should be completed asap as various  matters require attention:  specifically, the parking situation throughout the Garrison estate and clarification of the renting out of a residential building in Mess Road for filming, which is causing considerable disruption to residents.

Chris asked Robert to clarify the possible actions available:

  1. Permit parking administered by an external regulator

  2. Estate regulations can be highlighted and implemented more consistently

  3. Liaise with councillors to avoid consequences from council parking restrictions adjacent to the Garrison estate 

  4. Liaise with councillors to use Conservation Area and Planning regulations to control commercial use of residential properties.

4 GRA Collapse?

To avoid collapse, it was agreed that greater efforts are needed to increase interest and participation in the GRA at this time of change to resident directors. Committee members hoped that Chris would continue as Acting Chairman and that his canvassing drive should be adopted.

His suggestions are:

  1. A GRA Information Letter:  to be posted with the Share Certificates letter

  2. Open a weekly GRA Information Desk in the Cart & Wagon Shed

  3. Place posters in the Café and at Hinguar School

  4. Print flyers

5 Any Other Business

The next walk-round review of the estate is due in 6 weeks’ time. 

Nick asked to join the walk-round and highlighted that various areas around the Garrison are defaced by graffiti, including the 5 new houses (which are not within Garrison Estate responsibility). Nick undertook to inform the council graffiti team.

4 Chairman’s report

Acting Chairman Cliff Marshall welcomed the participants to the Association’s 14th AGM.

2022 had been a difficult year for the GRA Committee.  Management control was transferred to Prittlewell Consulting Company Ltd as an interim step towards full handover to resident directors of Shoebury Garrison Management Company Limited. Various longer-term members of the Committee left the Garrison or resigned due to ill-health. Your Committee has maintained close contact with the Managing Agent regarding estate management and with the Borough Council regarding adopted roads, cricket field, planning and other matters.

Key achievements were redecoration of the cricket pavilion, removal of trees from the corner of Warrior Square Road for safety reasons and yellow and white lining of roads.

The Cart & Wagon Shed has now opened, and seems to be popular.

5 Treasurer’s Report

Due to changes to the Committee, a formal handover of Treasurer responsibilities has not been possible following the resignation of Phil Coombe, who has moved away from The Garrison.

Chris Coomber, your former Chair, is currently monitoring the accounts and reports that the current balance of the Association’s Santander bank account is £600.78. The balance of the Association’s PayPal account is £154.32 Total funds available are £755.10.

There are no outstanding liabilities.

Accounts will be published by 31 December 2022.

6 Update on S 106 handover

Robert Fowler reported that Prittlewell Consulting Company Ltd – an associate of Fowler & Spenceley -  had adopted responsibility for the Management Company in a temporary director role and will proceed with the establishment of a  new Board comprising owners of properties on the Garrison.  This will be followed by issue of replacement shares giving owners voting rights within the company.

7 Election of Officers and Committee

There were no nominations for Officers.  Cliff Marshall, Pam Dewey and Daniel Puddick agreed to remain on the Committee. Chris Coomber has resigned as Chairman, but will remain as a Committee member. 

8 Report from Fowler & Spenceley

Robert Fowler delivered the report of the Managing Agents.

Working closely with landscapers, general maintenance and annual replanting programmes have continued. Specific concern were very dry lawns, due to continuous dry weather:  external consultants have been engaged and a programme of treatment is in place 

The work recommended by the annual arboricultural survey is scheduled in December and will be completed before mechanical sweeping of unadopted roads and associated clearance of gullies, which will take place on 1/2 December. 

Many of the Garrison’s trees are subject to Preservation Orders, requiring local authority approval before any maintenance work is undertaken.

Overall costs have been well controlled this year, and the spend is expected to be close to the annual budget. Next year, modest inflationary increases are expected: the Reserve Contribution will be reviewed. Some blocks required additional work, resulting in extra expenditure:  residents have been made aware of the extra work and of the increased expenditure required.

External decoration work of 4 Horseshoe Crescent and Chapel Road blocks continues. External Surveyors are involved in assuring the quality of finish. The other 2 blocks, where tenders were considered to be disproportionately high, will be competed in separate project in Spring 2023. 

External decorations to Willow Court and Gunners House are in the second stage of consultation.

The agent has responded to queries throughout the year, covering neighbour disputes, noise complaints, planning issues, property sales, insurance matters and building repairs.

Once again, parking issues have generated concern. Consultations continue to receive mixed responses, and this will become a key issue for the new board. Residents are reminded that estate covenants prohibit vehicles from obstructing Garrison roadways, and restrict parking of private motor vehicles; the parking of commercial vehicles, caravans, trailers and the like is not permitted even on private driveways..

9 Other Reports

Report from Gunners Park Ranger

The meeting expressed thanks to Andrew for delivering his report across the entry problems delay. 

Andrew Armstrong, the Gunners Park ranger, submitted a very informative report, listing considerable achievements in attracting rare and common species. The presence of new nesting families and endangered species - water rails, kingfisher - was noted. The local team now has a qualified tagging expert, who is training new volunteers. This is a major advance, as there are few bird taggers in England. He highlighted an unfortunate increase in electric scooters and motorised boards, which cause damage and disturb wildlife and asked residents to alert the authorities if they are seen.

Report from Shoebury Coastal CIC

John Budge submitted a status report on the Cart & Wagon Shed.

The Garrison project started in 1987. In 2016 the Cart & Wagon Shed project was adopted by the Coastal  Community Team. After a long planning process, the Coastal Innovation Company (CIC) signed a 5-year lease. The CIC sublet the café, which opened on 12th September 2022.  Currently it seems to be very vibrant, though there are some problems with utilities. Arrangements to house sections of the Royal Engineers archive are progressing:  if further grants are obtained a display of artefacts will be possible. Community rentals appear to be increasing.

Report from Shoebury Residents’ Association / Planning and Development

Peter Lovett reported on the proposed development on New Barge Pier Road.

The site has been acquired by Bellway Homes. (GRA had invited a representative of Bellway Homes to attend the AGM: Bellway did not respond). While initial building plans were approved, there is huge concern regarding amendments, which include large scale land fill and five-storey residential blocks. The land fill programme requires import of massive quantities of non-local spoil, which will involve movement of 200 40-ton commercial vehicles per day on major Southend road routes, with tipping off Barge Pier Road every 3 minutes. It appears that the plans were approved without consideration of environmental impact studies.

This major movement and reprofiling exercise appears to be a speculative experiment, as does the absence of attention to the operation of the Grade 3 Flood Plain. Southend City Council, the lead Flood Authority, has failed to report any instances of fluvial flooding to the Environmental Agency.

4 Chairman’s report

Chris Coomber welcomed the participants to the Association’s 13th AGM.

We are now in the second year of the pandemic, and despite the limitations this has brought, the Committee has continued to liaise closely with the Managing Agents, Fowler & Spenceley to ensure that, within the budgetary constraints, the Garrison site and infrastructure are maintained.

This is monitored by inspections of common areas and courtyards, to identify issues at the earliest opportunity. 

Through the managing agents we have continued dialogue with Southend BC regarding areas within the Garrison which remain the responsibility of the Borough Council.

Throughout the year members of the Committee have engaged with local Councillors on issues of concern, some of which are still ongoing: the Cricket buildings, tennis court, coastal path between Rampart Terrace and Mess Road and the New Barge Pier Road car park.

Further development of the Gunners Park area adjacent to New Barge Pier Road remains a concern. Although planning permission was granted, building work has not commenced, and the site has been offered for sale. Both GRA and Shoebury Residents Association remain alert to changes proposed by the current or future owners.

Concerns remain about traffic movements in the Campfield Road / Ness Road junction area.

GRA and Shoebury Residents Associations will continue to monitor activity.

Control of Shoebury Garrison Management Company Limited is ready for release by the developer, as reported below by the Managing Agents. That said, the work of GRA is not complete.

While the directors of SGMCL must be drawn from property owners, all residents are automatically members of the GRA, and the GRA will continue to represent all residents, including those who rent properties, by lobbying ward councillors, Southend BC and other organisations.

The Chairman thanked committee member Richard Spence and Robert Fowler of Fowler & Spenceley for their perseverance in the long and tedious process.

The Shoebury Coastal Community Team, which includes some GRA committee members, previously set up a Community Interest Company, which opened negotiations to lease the Cart & Wagon Shed. Unfortunately the negotiations have proved to be extremely protracted. However, they are believed to be almost complete and preparations continue with heritage items ready to be moved into the building. The café element will require further time, and the hope is that the centre will be open by Easter 2022.

Earlier this year the postponed Estuary Festival, mounted by the artistic company Metal Culture, took place with exhibits in Gunners Park and East Beach.  The exhibits provoked conversations and interest, although it was felt that any future festival should be better publicized.

The Chairman closed his remarks by thanking members of the Committee for their work throughout the year.

  1. Treasurer’s Report

  • GRA’s financial year runs August to August. 

  • Expenses booked in the year to August 2021 were £0.15. Income was £15.

  • Cost of web hosting were not yet received. 

  • Due to receipts in prior years the retained fund stands at £847.79.

  • The expenses relate to website upkeep and printing.

  1. Update on S 106 handover

Robert Fowler reported that the long-awaited transfer of the small parcels of land was completed today (29th Nov 2021).  This will enable Avant Homes to transfer SGMCL to residents’ ownership. 

Fowler & Spenceley will now progress matters with the new board members to complete the transfer of control to property owners, who will be issued with replacement shares that give all owners equal voting rights in the company. Further details will be provided.

In the absence of nominations, current officers and committee have agreed to remain in place until the handover is complete.

8 Report from Fowler & Spenceley 

Robert Fowler delivered the report of the Managing Agents.

In a difficult year, despite lockdowns and restrictions, the programme of regular inspections has identified repairs and landscaping issues for attention, liaising with GRA. 

Working closely with landscapers, general maintenance and annual replanting programmes have continued. In 2022 work will include replacement of several sections of box hedging.

The work recommended by the annual arboricultural survey is under way, and will be completed before mechanical sweeping of unadopted roads and associated clearance of gullies, which will take place on 6/7 December. Appropriate notices will be displayed in the relevant roads.

Many of the Garrison’s trees are subject to Preservation Orders, requiring local authority approval before any maintenance work is undertaken.

This project now impacts only 4 of the 6 blocks, with further research into the other 2 blocks, where tenders were considered to be disproportionately high. Other projects have included treatment of low-level damp in three of the blocks.

Apologies were expressed for the late issue of payment requests over the last ten months, which were due to a major upgrade of the accounting and management software, which were in early stages when Covid guidance restricted training and technical support.  The project is now back on track.

  1. Submitted Questions and Responses

Andrew Armstrong, the Gunners Park ranger, submitted a very informative report, which has been posted on the GRA webpage. Any questions can be posted on the webpage, and will be passed to Andrew.

(Tim Lock) Why have concrete blocks been removed from the entrance to Gunners Park car park. Replacement posts were also removed after 2 days. (Councillor Wakefield) had responded that after an incursion by travellers, the barrier was upgraded (at Councillor Wakefield’s personal expense), to be the strongest such barrier in the Borough: the only way through now is to cause “evidential criminal damage” which provides the basis for legal action. The blocks had been a temporary security measure pending the installation: however they were a concern for emergency vehicles and some cars. It was noted that the barriers had already prevented an attempt to break out of the locked car park.

  1. Notes that the tennis courts in Mess Road continued to be used intensively during the year both by residents of the Garrison and by the wider community of Southend On Sea

  2. Records its appreciation of the hard work and generosity of residents of the Garrison during the year in maintaining the courts to an exceptionally high standard

  3. Observes that the work regularly undertaken by residents of the Garrison have included removal of vegetation growing through the playing surfaces; mechanical and chemical cleaning of playing surfaces; regular sweeping and moving of leaf debris, litter and graffiti

  4. Observes that without the aforementioned care and attention by residents of the Garrison, the tennis courts would not be safe for playing tennis and would not be fit for purpose.

The proposal was seconded by Cliff Marshall.

Given the number of people online, it was not considered appropriate to put this proposal to a vote, but it was agreed that it should be placed on record within the meeting minutes.

The Cart & Wagon Shed is now up and running. It seems to be very successful. There appears to be no negative impact on parking or other neighbourhood concerns.

Robert reported that some prospective directors have pulled out:  there are four directors available.

Other residents can join if required.

Robert is to contact the remaining directors and organise the transfer of responsibility. New share certificates will be issued to property owners.

At the AGM changes will be explained, to highlight the differing roles of the directors and GRA

5 GRA AGM

The AGM will be held on 28th November 2022. Venue to be arranged – hopefully at Hinguar School. If the school is not available, the fallback is another Zoom meeting.

Various notices and nomination forms for committee / officers will be circulated.

Local Councillors, the Essex Wildlife anger, Peter Lovett and a representative of Bellway Homes are to be invited.

6 Report from Fowler & Spenceley 

Michael presented the Managing Agent’s report.

Regular general maintenance continues.

Following a walkabout with the landscaping contractor, various problems were highlighted for attention.

The annual tree inspection is due in December.

The gullies will be cleared in December, at the end of the fall.

Lighting of street and cannon around the chapel had been discussed further with Ian Holman:  it was agreed that £25 per month be paid to cover his costs.

Warrior Square Road junction with Magazine Road continues to be hazardous for traffic. It is suggested that white lines could help safety (which has been the case on Gunners Rise and Magazine Road). It was noted that Warrior Square Road is a private road, which carries different restrictions than Magazine Road and Gunners Rise which are Southend City Council adopted. 


  1. Any Other Business


Robert raised his concern that the Herd in The City project for Havens Hospice raises potential for vandalism and nuisance.  It was noted that various of the elephant figures are to be positioned on Gunners’ Park, in proximity to the Garrison and additional installations should have insignificant impact:  GRA does not wish to be perceived as unsupportive.  Robert will clarify details with Havens.


Damion Beech has taken over responsibility for administering the Garrison Facebook page. The Committee thanks Damion for taking over this role; it was agreed that minutes of future meetings will be sent him for information and he will attend committee meetings when available.

Opening Statement

Cliff had attended a meeting of the newly-formed East Beach Residents’ Association, which was also attended by Cllrs Moyies, Wakefield and Mulroney. It was an informative meeting which confirmed that the ban on barbeques comes into effect in 2023, and the car park has been resurfaced. The gabions are due to be repaired or replaced and the play area needs refurbishment. It was felt that the toilets, which have been redeveloped, were poorly thought out: the mixed gender provision is considered to be inappropriate and should be changed to separated gender use. There is a rat problem which must be addressed. The Jamaican Community festival was discussed: for the first hour the noise was acceptable, but became too loud, possibly due to inappropriate positioning of the speakers. Organisation within the festival boundary was adequate, apart from insufficient toilet provision. Outside the allocated area, there were behavioural and drug problems. Traffic was gridlocked with buses held up for one and a half hours. The conclusion was that reorganisation will be essential before further permission is appropriate. The newly formed Residents’ organisation is keen to liaise with GRA.

Regular general maintenance continues.

Unclaimed bicycles have been removed from Willow Court.

Potholes in Horseshoe Crescent and Brigadier Way have been repaired.

The new contract for bin cleaning has been agreed.

The Finch development (opposite Lidl) appears to have been halted.

Ian Holman has raised concerns about the £80 monthly cost of continuing provision of power for street lighting near the Chapel; he wishes to withdraw the arrangement. Fowler and Spenceley has suggested that LED lighting would cut the cost:  the matter will be considered further.

  1. Any Other Business

The Boat Shed has been vandalised. It was suggested that a larger sign might discourage further trespassers.

Illegal shellfish harvesting has increased.

Richard advised that Bellway Homes intends to raise the elevation of the development by 8 metres, and to build 5-storey flats.

Information has been received that the new Health Centre is to be built on the old hospital site in Ness Road

  1. Committee Resignations and Need to appoint new Officers

Following resignations - Chris Coomber, who will be standing down as Chairman, Phil Coombes, who will leave the Garrison in August, and Pamela Deakin, who will stand down as Secretary, it will be necessary to find and elect new committee officers at the AGM. It was noted that when resident directors are available on site, GRA will become the channel of communication for all residents to make their views known to them. 

It was agreed that, when the new directors are in place, a letter will be sent to all residents drawing attention to the role of GRA, its objectives and the steps towards electing new committee members to represent all areas of the estate. 

  1. Cart & Wagon Shed update

The Cart & Wagon Shed is not yet fully open.  Pam Dewey had contacted Brian Sandford who advised that the café will be fully open in the next few weeks. She reported that her site visit revealed that there was no furniture in the cafe, and graffiti on the glass.

There is concern over lack of communication about progress and practical operational details.

Cllr Wakefield noted that the effective information channel is via My Southend, directly to the SCC responsible officer:  response must be provided within 7 working days

  1. Update on S 106 handover

Robert had contacted Avant Homes. All works are now complete. Jo Massey has left, and Avant is pressing to complete. Fowler & Spenceley has contacted prospective Resident Directors to arrange the transfer of responsibility. He explained that an interim stage could include appointment of Fowler & Spenceley as an interim management. 

Fowler & Spenceley is actively pursuing the matter.

  1. Queen’s Platinum Jubilee Outcome and Votes of Thanks

The community event took place from 2-5pm on Friday 3rd June 2022. The event was a great success, with good attendance from residents.

The Committee thanked Pam Dewey and congratulated her on the outcome.

 Thanks were extended to the Children’s Entertainer, who made no charge for his services; to Adam Read who supplied the funds for Bouncy Castles; to Scott for supplying the Drinks Cart & licence; to the Chair of Old Southendian Cricket Club who approved access to the Pavilion and electricity supply; and to all volunteers who made the event successful.

Pam Dewey noted that it would be essential to ensure that, for future events, any permissions from Southend City Council are obtained in writing to preclude last minute disruption.

7 Report from Fowler & Spenceley 

Michael has completed a walkround with Rob Veryhard, the new proprietor of the landscapers.

Items were identified for attention.

A new potential contractor has been found for bin cleaning.

External decorating of Horseshoe blocks continues.

Repairs to Chapel Place have been delayed by scaffolding problems, which are being addressed.

External repairs to Gunners House and Willow Court are complete.

Peter Farrington noted that several bicycles had been left in Willow Court cycle storage area for some time, and asked that they be removed.  Michael undertook to arrange for notes to be attached to each bicycle requesting removal:  they could then be removed after 28 days.

Phil Coombe noted that there are several large potholes in Horseshoe Crescent and Brigadier Way: the matter was noted for attention.

General maintenance continues

  1. East Beach Festival and Licensed Events

Cllrs Wakefield and Ward had no prior knowledge of the proposed events. Both registered their opinion that East Beach is not a suitable site for such events.

There had been a number of objections, specifically addressing parking in the North Camp area; noise impact on residents; timing and volume limits on music; behaviour of attendees; litter; lack of adequate toilet facilities; public safety issues on the sea defence rocks and boom; antisocial behaviour in the near environment; and inadequacy of police presence.

Cllr Wakefield advised that the new car park surfacing was due to be completed by the Beach Festival date, and that organisers were expected to organize additional toilet facilities and stewards.

  1. Any Other Business

Cllr Wakefield had raised barbecue use on East Beach with SCC.  A ban will be placed on barbecues throughout the SCC administrated area from 2023. The reason for the delay is that enforcement measures must accompany the imposition:  time must be allocated to permit adequate enforcement arrangements. 

Chris and Peter Lovatt met with Bellway Homes regarding the proposed developments off Barge Pier Road.  At present, Bellway is making a technical survey of three sites to assess what is required before development. They have not yet purchased the land by Lidl. It appeared that they were not aware of the risk of fluvial flooding.  It was also noted that any change to past planning approvals would have to be resubmitted. 

Cllr Wakefield reminded the Committee that he had resigned from the SCC Planning Committee to permit him to comment and vote on applications that impact the Shoebury wards.

Pam Dewey highlighted parking problems, specifically in Magazine Road and its junction with Boundary Way and Gunners Rise. Cllr Wakefield said that white lining of the junction is imminent.

Attention was drawn to parking of a converted ambulance mobile home around the estate; overgrowth alongside the coastal path, alongside the Cart & Wagon Shed and alongside Hinguar School. These issues are to be investigated and followed up.

It was noted that the Boat House had been vandalised.

Havens Hospice is organizing a community fund raising art trail in 2023, titled Herd In The City. The display will comprise 30 large elephants and smaller elephants. They are investigating the possibility of placing some of the displays around Shoeburyness.  Representatives will visit the Garrison to identify potential sites:  permissions will be required from the new directors for any on the private estate.

Some concerns have been addressed: it is confirmed that opening hours will be 8am- 8pm Mon to Sat, and 10am-5pm on Sunday; no alcohol will be sold; no applications have been made for music licences; deliveries will be limited to hours of trading; all food preparation and waste conform to Building and Planning Regulations and are environmentally friendly.

The building is leased to the Coastal CIC.  The café operation is run by a separate CIC. The whole operation is not for profit and will work on a volunteer strategy.

The building and operational leases are for an initial period of 5 years.

It was suggested that Garrison residents might become volunteers.

There is concern about the closure of the car park: the CIC has pointed out that it has no responsibility for controlling the car park or locking of gates. It was agreed that the arrangement should be monitored to confirm that Southend BC continues to lock and control the carpark.

It was suggested that Nick Ward, Steve Wakefield and a representative of the CIC should be invited to the next meeting. 

  1. Update on S 106 handover

There is no more news.  Michael will liaise with Robert Fowler.

  1. Queen’s Platinum Jubilee

The community event will take place from 2-5pm on Friday 3rd June 2022.

Pam Dewey is progressing with the organization. 

The bouncy castles will be placed inside the boundary fence with Warrior Square Road.  Funds to meet their whole cost, including the generator and bunting in Boundary Way, has been donated by Adam Reed (Boundary Way). 

The ice cream van will attend.

Phil has arranged supply of bunting, which will be put up on the morning of the event.

A drinks stand will attend.

A children’s entertainer will operate from the forecourt of the Cricket Pavilion.  Use of water and electricity has been arranged

The committee thanked Pam for her time and effort. A great success is anticipated.

The minutes of the 21st February were agreed and accepted. 

  1. Cart & Wagon Shed

The lease has been signed. The premises are due to open in May.

The establishment will include two rooms for hire. The kitchen has basic requirements in situ: finishing will be completed by lessees. Presentation of the Archive is expected to be a very slow process. 

Closing time will be 8pm.

The Committee raised concerns about the awarding of the contract to run the café, and management of activities within and in the outside area. Specific questions should be sent to Chris, who will liaise with Brian Sandford.

  1. Update on S 106 handover

The handover is almost complete. Fowler and Spenceley is awaiting response to 2 financial questions. It is anticipated that the changeover will take place when estate charges are due.  Fowler and Spenceley will contact all residents by letter regarding completion.

  1. Queen’s Platinum Jubilee

The community event will take place from 2-5pm on Friday 3rd June 2022.

Pam Dewey has liaised with Old Southendian cricket club, A bouncy castle, for children up to 11 years old, will cost £85. £145 is set aside, and various donations have been offered. While GRA has £550 available funds, it is intended that the event will be zero cost to GRA. Pam is investigating presence of a coffee van, ice cream van and St John’s Ambulance services.

Further advertising is required.


6 Report from Fowler & Spenceley 

Tree works are completed.  The storm damage has been repaired.

Go ahead has now been given for decoration of 4 blocks in Horseshoe Crescent.  A new set of quotes is being sought for locations where lessees have queried the level of expense

Fowler and Spenceley will circulate details to the residents.

Ten bollards have been replaced in Hospital Road. A delivery van broke one as the work was finished.

A walkabout with the landscapers has reviewed the estate, to identify areas that require more attention.

It is hoped that Estate Charges will be circulated this week. Cliff asked whether estate charges should be increased slightly, to avoid large increases and to build a Sinking Fund.  Robert noted that the Sinking Fund amount is believed to be appropriate for identifiable needs.

General maintenance continues.

Pam Dewey drew attention to the increased parking on verges in Boundary Way, which is damaging the grass.  This is forbidden by a byelaw. Pam will contact Southend BC.  It was suggested that Nick Ward should be contacted (if he is re-elected).

Parking / Safety issues have arisen in Chapel Road, apparently caused by Drill Hall employees.  Robert will arrange a further survey to identify whether commuters or employees are parking. Previously, Southend BC has refused to enforce covenants placed on the Drill Hall because they are deemed to be “not serious enough”. 

Peter noted that 12 teenagers have damaged a tree alongside the cricket pitch.

Richard asked if anyone had information about Belway Homes. No information was known.

The new houses by the Chapel are completed. A Planning Application has been submitted for 72 houses on the Campfield Road carpark that backs on to the Garrison.

Phil Coombe highlighted car parking on Horseshoe Crescent, which is becoming a problem.  Fowler and Spenceley will send a note to residents.

Phil will move away from the Garrison soon: a new Treasurer will be needed.  Chris thanked him for his support over the past years and wished him well for the future.

3 Matters Arising

It was decided that the proposal raised at Item 8 of the AGM meeting would be actioned as follows:

• Jamie and Harry are to be thanked for their sterling work in maintaining the tennis courts

• In light of Southend BC’s passive management regime for the tennis courts, Chris will write to them, to bring their attention to how the courts are being maintained, to ask for their plan for future maintenance and to request ongoing dialogue with SGMCL and GRA

4 Cart & Wagon Shed

The Committee expressed concern about the absence of clear formal plans for funding and usage.

It is reported that the Lease should be signed by the CIC and Council in the next few weeks.

The Shoeburyness Coastal Community Team will meet by end February, when more news will be made available. Chris will contact CIC once more to get firm details about usage, opening hours etc.

5 Update on S 106 handover

The Transfer has now gone through and information is to go through to the prospective directors: Current directors will appoint their successors and control will pass.

New share issue will be arranged by Fowler & Spenceley.

Fowler & Spenceley will advise residents when the change happens. There is no impact as SGMCL remains the constant legal entity.

6 Zoom Improvement

The Committee thanked Phil for continuing to arrange the Zoom meetings.

It is noted that eligibility for voting by Zoom has now been clarified: techniques include the ability to vote by Zoom, poll from choices, take live votes, create a breakout room and live chat room and record meetings.

7 Report from Fowler & Spenceley

Michael Stiers delivered the report of the Managing Agents.

General maintenance continues: the work on Horseshoe Crescent is continuing and road sweeping and gully emptying has gone well

The Committee wished Michael a speedy recovery.

The latest information is that the lease has been received by the CIC; it has been reviewed by their solicitors and returned to SBC for their consideration. 

Chris will speak to John Budge: as soon as there is definite information regarding the status, timing and proposed usage, SGRA proposes to organize a presentation to residents.

  1. S106 Handover Update. 

No further news. The transfer is waiting for Land Registry to complete.

There has been no further update from Sue Platt (Avant Homes)

  1. Landscaping and Trees

Peter Farrington highlighted various trees that need attention, specifically a tree near the junction of St Georges Rd and The Terraces. Other trees on the Garrison require attention. The annual tree inspection by Fowler & Spenceley will take place on 22nd October, covering areas that are the responsibility of the Garrison Estate. Peter will pass the information on the trees that need attention to Michael Stiers, so that SBC can be advised relating to trees on SBC land.

There is a new interim manager at SBC, who will be given the relevant information on the trees and other landscaping problems that require attention.

Along Parade Walk / Coastal Path, on the sea side of the fence is very overgrown. Until the handover, this land remains the responsibility of Avant Homes, who have informed F&S that they have no money available to cut it

  1. Report from Managing Agents, Fowler & Spenceley.

Michael Stiers presented the report from the managing agents.

Repair of dislodged paving in Parade Walk and elsewhere is in hand. Three warning cones have disappeared.

Replacement of damaged box hedges around the Garrison is progressing.

Decoration of two blocks from the six in Chapel Road and Horseshoe Crescent have been removed from the quote for further discussion as they require more extensive work. F&S are awaiting confirmation of the quotes for the remaining four blocks.

Richard raised concerns about the quality of making good on road and pavements by City Fibre. Michael has contacted site operatives, but has found it difficult to contact their Head Office.

7   AGM 2021

AGM will take place on 29th November 2021.

This will be a Zoom meeting, due to the current Covid situation.

Information will be put on the webpage and Facebook. Pam Deakin will pass the relevant forms and essential information to Daniel and Phil for posting, and will invite local councillors, warden and police representative.

8 AOB

Cliff drew attention to the state of buildings and installations on the Garrison, noting the ongoing deterioration of the Cricket Pavilion and Scorer’s Box, and the Light Building in Mess Road.  He had spoken to Alan Richards at SBC, who advised that the lease of the Cricket Field should have incorporated responsibility for the upkeep of the related buildings: this didn’t happen. It was suggested that SGMCL should take over the Pavilion on a lease.  There are serious reservations about the legal capacity and reason for SGMCL to hold such assets.

Cliff queried why the large concrete blocks in Barge Pier Road had been removed from the access points to the car park. 

The Committee was pleased to see Chris Coomber back in post!

Chris Coomber welcomed the participants to the Association’s 13th AGM.

We are now in the second year of the pandemic, and despite the limitations this has brought, the Committee has continued to liaise closely with the Managing Agents, Fowler & Spenceley to ensure that, within the budgetary constraints, the Garrison site and infrastructure are maintained.

This is monitored by inspections of common areas and courtyards, to identify issues at the earliest opportunity. 

Through the managing agents we have continued dialogue with Southend BC regarding areas within the Garrison which remain the responsibility of the Borough Council.

Throughout the year members of the Committee have engaged with local Councillors on issues of concern, some of which are still ongoing: the Cricket buildings, tennis court, coastal path between Rampart Terrace and Mess Road and the New Barge Pier Road car park.

Further development of the Gunners Park area adjacent to New Barge Pier Road remains a concern. Although planning permission was granted, building work has not commenced, and the site has been offered for sale. Both GRA and Shoebury Residents Association remain alert to changes proposed by the current or future owners.

Concerns remain about traffic movements in the Campfield Road / Ness Road junction area.

GRA and Shoebury Residents Associations will continue to monitor activity.

Control of Shoebury Garrison Management Company Limited is ready for release by the developer, as reported below by the Managing Agents. That said, the work of GRA is not complete.

While the directors of SGMCL must be drawn from property owners, all residents are automatically members of the GRA, and the GRA will continue to represent all residents, including those who rent properties, by lobbying ward councillors, Southend BC and other organisations.

The Chairman thanked committee member Richard Spence and Robert Fowler of Fowler & Spenceley for their perseverance in the long and tedious process.

The Shoebury Coastal Community Team, which includes some GRA committee members, previously set up a Community Interest Company, which opened negotiations to lease the Cart & Wagon Shed. Unfortunately the negotiations have proved to be extremely protracted. However, they are believed to be almost complete and preparations continue with heritage items ready to be moved into the building. The café element will require further time, and the hope is that the centre will be open by Easter 2022.

Earlier this year the postponed Estuary Festival, mounted by the artistic company Metal Culture, took place with exhibits in Gunners Park and East Beach.  The exhibits provoked conversations and interest, although it was felt that any future festival should be better publicized.

The Chairman closed his remarks by thanking members of the Committee for their work throughout the year.

  • Treasurer’s Report

GRA’s financial year runs August to August. 

Expenses booked in the year to August 2021 were £0.15. Income was £15.

Cost of web hosting were not yet received. 

Due to receipts in prior years the retained fund stands at £847.79.

The expenses relate to website upkeep and printing.

  • Update on S 106 handover

Robert Fowler reported that the long-awaited transfer of the small parcels of land was completed today (29th Nov 2021).  This will enable Avant Homes to transfer SGMCL to residents’ ownership. 

Fowler & Spenceley will now progress matters with the new board members to complete the transfer of control to property owners, who will be issued with replacement shares that give all owners equal voting rights in the company. Further details will be provided.

  • Election of Officers and Committee

In the absence of nominations, current officers and committee have agreed to remain in place until the handover is complete.
Resident Cliff Crisp has expressed interest in joining the Committee in Spring 2022

8 Report from Fowler & Spenceley 

Robert Fowler delivered the report of the Managing Agents.

In a difficult year, despite lockdowns and restrictions, the programme of regular inspections has identified repairs and landscaping issues for attention, liaising with GRA. 

Working closely with landscapers, general maintenance and annual replanting programmes have continued. In 2022 work will include replacement of several sections of box hedging.

The work recommended by the annual arboricultural survey is under way, and will be completed before mechanical sweeping of unadopted roads and associated clearance of gullies, which will take place on 6/7 December. Appropriate notices will be displayed in the relevant roads.

Many of the Garrison’s trees are subject to Preservation Orders, requiring local authority approval before any maintenance work is undertaken.

Overall costs have been well controlled this year, and the spend is expected to be within the annual budget. Next year, modest inflationary increases are expected: the Reserve Contribution will be reviewed. Some blocks required additional work, resulting in extra expenditure:  residents have been made aware of the extra work and of the increased expenditure required.

External decoration of Horseshoe Crescent and Chapel Road blocks has reached the stage of awaiting payment of the individual levies which are required to fund the project. This project now impacts only 4 of the 6 blocks, with further research into the other 2 blocks, where tenders were considered to be disproportionately high. Other projects have included treatment of low-level damp in three of the blocks.

The agent has responded to queries throughout the year, covering neighbour disputes, noise complaints, planning issues, property sales, insurance matters and building repairs.

Once again, parking issues have generated concern. Consultations have received mixed responses, and this will become a key issue for the new board. Residents are reminded that estate covenants prohibit vehicles from obstructing Garrison roadways, and restrict parking of private motor vehicles; the parking of commercial vehicles, caravans, trailers and the like is not permitted even on private driveways.

Apologies were expressed for the late issue of payment requests over the last ten months, which were due to a major upgrade of the accounting and management software, which were in early stages when Covid guidance restricted training and technical support.  The project is now back on track.

  1. Submitted Questions and Responses

Andrew Armstrong, the Gunners Park ranger, submitted a very informative report, which has been posted on the GRA webpage. Any questions can be posted on the webpage, and will be passed to Andrew.

(Tim Lock) Why have concrete blocks been removed from the entrance to Gunners Park car park. Replacement posts were also removed after 2 days. (Councillor Wakefield) had responded that after an incursion by travellers, the barrier was upgraded (at Councillor Wakefield’s personal expense), to be the strongest such barrier in the Borough: the only way through now is to cause “evidential criminal damage” which provides the basis for legal action. The blocks had been a temporary security measure pending the installation: however they were a concern for emergency vehicles and some cars. It was noted that the barriers had already prevented an attempt to break out of the locked car park.

  1. Notes that the tennis courts in Mess Road continued to be used intensively during the year both by residents of the Garrison and by the wider community of Southend On Sea

  2. Records its appreciation of the hard work and generosity of residents of the Garrison during the year in maintaining the courts to an exceptionally high standard

  3. Observes that the work regularly undertaken by residents of the Garrison have included removal of vegetation growing through the playing surfaces; mechanical and chemical cleaning of playing surfaces; regular sweeping and moving of leaf debris, litter and graffiti

  4. Observes that without the aforementioned care and attention by residents of the Garrison, the tennis courts would not be safe for playing tennis and would not be fit for purpose.

The proposal was seconded by Cliff Marshall.

Given the number of people online, it was not considered appropriate to put this proposal to a vote, but it was agreed that it should be placed on record within the meeting minutes.

Chris Coomber welcomed the participants to the 12th AGM.

It was noted that GRA membership is open to all residents, both owners and tenants. Since formation in 2008, GRA has played an active role, working with the developers, their management company – SGMCL - and managing agents - currently Fowler & Spenceley – on property maintenance, service and estate charges, parking issues and site maintenance. It has maintained contact with Southend BC Planning Department, Parks & Leisure, Essex Police and English Heritage. It has also ensured that the developer deposited sufficient funds for the upkeep and maintenance of the Garrison infrastructure.

In a difficult year, the committee has worked with the managing agents to ensure that the estate has been maintained and improved within budgetary constraints. In spite of restrictions, landscaping has been improved significantly.

Development of the site has continued at an alarming rate:  the new Lidl is almost complete and the site adjoining Sainsburys is under way.  A planning application for a new trade park next to Lidl has been submitted and site owners are expected to submit a further application for a major development off New Barge Pier Road.  These are developments on a Grade 3 Flood Plain where regular storm water flooding over the past 25 years has never been recorded or notified to Environment Agency by the lead flood engineers, Southend Council.

Movement of traffic associated with these developments is a great concern, which was raised by GRA and Shoebury Residents Association, and will be monitored during the building phases.

Control of Shoebury Garrison Management Company Limited is finally ready for release by the developer. Current need is for Land Registry to process the transfer papers, which is delayed due to their Covid arrangements and backlog. The appointment of owner-directors can then proceed 

As the directors of SGMCL must be drawn from property owners, and all residents are automatically members of the GRA, the work of GRA will continue to be to represent all residents, lobbying ward councillors, Southend BC and other organisations.

The Estuary Festival was postponed to May / June 2021.  Plans have been drawn to use other buildings within Gunners Park.

6               Update on S 106 handover

 

 Robert Fowler reported that the long-awaited handover of SGMCL from Avant Homes is in final stages.  Land Registry completion of transfers of small parcels of land will end the process.  All technical issues are clear and transfer is held up by a backlog at the Land Registry. Completion is expected no later than end January 2021.

There has been a good response to the request for nomination of new directors, received from all areas of the Garrison. The current board will appoint the new directors: Fowler & Spenceley, as appointed agents of SGMCL, will contact all prospective directors for a Zoom discussion.

7               Election of Officers and Committee

In the absence of nominations, current officers and committee have agreed to remain in place until the handover is complete. It is hoped that there will be a better response from residents at that time.  The Chairman invited further offers or objections: none were forthcoming.

Over the past 2 years grassed areas have received specific attention to overcome damage caused by dry summer weather in 2018/19. An ongoing programme of replanting continues.

Pest controllers have had a busy year, dealing with rodent control, wasp’s nests, bee swarms and damage caused by foxes in a number of private gardens – particularly around Horseshoe Crescent. Specialist advice has been provided to householders.

Replacement of LED bulbs in lighting columns is complete conversion fittings have been sourced for bollard lights.  These conversions, which reduce electricity usage and increase lamp life, will be carried out as and when bulb replacement is required.

Overall costs have been carefully controlled this year, and the spend is expected to be within the annual budget. Next year, modest inflationary increases are expected: however, Reserve Contribution will be reviewed to ensure that these are adequate.

External decoration of Horseshoe Crescent and Chapel Road blocks are planned:  initial consultation documents will be released to leasehold owners soon.

The agent has responded to queries throughout the year, covering neighbour disputes, noise complaints, planning issues, property sales, insurance matters and building repairs.

Other issues will be considered as they arise, and the agents will continue to liaise with residents.

9               Submitted Questions and Responses

It was noted that there was no report from Andrew Armstrong, the Gunners Park ranger. The Chairman observed that the ranger posts frequent updates on the Garrison Facebook.

(Fay Williams) Where precisely are we regarding the planning application for housing development next to the Lidl store, and is the Application / Consent contingent on inclusion of a GP Surgery /Medical Centre?

The Planning Consent is not contingent on inclusion of a medical centre. The NHS and Clinical Commissioning Group have stated that they will not build a medical centre on a flood plain.

Both councillors expressed concerns regarding the impact of future development on the road system, specifically at the Campfield Road / New Garrison Road roundabout. They have raised concerns about speeding in Campfield Road, and the movement of huge transport vehicles at the Ness Road / Campfield Road junction and adjacent to Hinguar School.

(Fay Williams) What are the views of councillors and committee regarding the proposed marina development?

Councillors opposed loss of further green space, and suggested that an offshore marina might reduce wave heights. More thought was required. It was reported that the West Shoebury councillors opposed an onshore marina, but supported an offshore approach.

(Cliff Marshall) New fencing along Parade Walk is welcomed, but is not complete and lacks gates.  Recent increases in foot traffic have generated increases in footfall on the forbidden beach and accidents, as well as causing damage to Mess Road properties.

The Paladin fencing has been found not acceptable. Further consultation has been requested.

Councillor Wakefield will propose that gates should be fitted as soon as possible.

(Cliff Marshall) Southend BC managed areas are not managed effectively, with overhanging trees, lack of leaf clearance, failure to remove grass cuttings from footpath and cycle ways – particularly on Mess Road - which constitutes a safety hazard.

Councillor Chalk will discuss the matters with Southend BC.

(Question) Following ingress by travellers groups in 2020, what steps are Southend BC taking to avoid further invasion of Gunners Car Park and Cart & Wagon Shed Car Park?

Tempered-steel high security padlocks have been fitted at Gunners Car Park These padlocks are used to protect car parks by many authorities and have proved to be very effective. Additionally, hollow barriers are to have metal and ceramic inserts to prevent sawing through. Southend BC is to consider adding cameras above the entrance barriers.

Cart & Wagon Shed car park will also have increased security measures.

(Question) What is being done about various trees in Gunners Rise car parking areas and St George’s Lane that have died?

More suitable trees will be planted.

(Various) Concerns were raised regarding proposed development on the flood plain adjacent to Barge Pier Road, which goes before the Planning Committee on 9 December 2020. 

The Chairman has arranged to raise Garrison members’ concerns at the Southend BC Development Planning Committee’s Zoom meeting on 9th December.

(Question) How are Garrison buildings to be used by the Estuary Festival and what security steps are to be taken to prevent damage to the buildings? 

Councillors will get more information from Southend BC

At the end of questions, Cliff Crisp proposed that the GRA should pass a vote of thanks to Lara Melville and Lana, who created a Garrison Friends volunteer unit in the first lockdown, to help anyone in need; and also to Jamie and Harry for work on restoring and maintaining the tennis courts throughout the summer.

The proposal was seconded by Chris Coomber. 

The Chairman noted that more members were needed to continue the GRA’s work and closed the meeting with thanks to all councillors, resident members and committee members.

2.   Minutes of 19th July 2021 Meeting

Minutes of the Zoom meeting on 19th July 2021 were agreed as accurate.

3.     Cart & Wagon Shed Update

There is no further progress and the facility is unlikely to be open before Spring 2022.

Pam Deakin to contact CIC regarding proposed usage and opening times, each of which impact local residents:

Robert Fowler to contact Alan Richards at SBC regarding project status.

It is noted that the external areas are showing deterioration.

4.     S106 Handover Update.

No further news. The transfer is waiting for Land Registry to complete. 

The possible completion date of 11th August 2021 has passed: We will continue to chase SBC and Land Registry.

5.     Report from Managing Agents, Fowler & Spenceley.

Robert Fowler presented the report from the managing agents.

Horseshoe Crescent garages will be painted in Spring 2022 and low-level damp in the older blocks will be remedied in 2022, working with contractors. Sec 20 will be actioned as the cost is expected to exceed the budgeted append. There is an issue with 2 blocks, and separate progress will be considered.

Ongoing dispute re Parade Walk damage to a parked car: Robert noted that Fowler & Spencely had not given permission for the parking.

Residents have been informed by City Fibre that broadband cable installations will take place across the Garrison in the near future. Fowler & Spencely has tried to contact City Fibre to get more information about works in the private roads and making good. So far there has been no response and a Recorded Delivery letter has been sent to the CEO of City Fibre.

There is no information as to who will benefit from the installation.

6          Notification of Consultation on Planning from SBC

SBC has issued a new Local Plan which is available online. Comment online or email to localplan@southend.gov.ok.  Replies by 5pm on 26th October 2021

7   Date of AGM 2021

AGM will take place on 29th November 2021. 

8          AOB

There has been anti-social behaviour on Mess Road relating to drug use: police have been informed and have increased patrols.

There have been 2 incidences of fires lit on open ground in Gunners Park and in front of the cricket pavilion, where shutters from the scorebox were removed and burnt.

The Committee wished Chris Coomber a speedy recovery following his recent surgery and hoped he would be back soon.  Best Wishes Chris.

2.   Minutes of 7th June 2021 Meeting

A bicycle shed has appeared in the car park.

There is no further update on the progress of the outstanding legal technicalities.

Land Registry has advised that their earliest completion date is 11th August 2021.

5.     Report from Managing Agents, Fowler & Spenceley.

Michael Stiers presented the report from the managing agents.

Landscaping:

Ongoing landscaping maintenance has continued.

Tenders for blocks in Horseshoe Crescent and Chapel Road have been accepted. 

Following a tour with Chris, various areas of concern were highlighted, mostly relating to cutting back of shrubs overgrowing onto pathways.

The area behind the gate on West Road needs urgent attention: responsibility for this area to be discovered and improvement needs identified.

Schedule of Tree Maintenance requires improvement, as more maintenance action is needed.

The entrance to the Boat House still lacks a gate. The promised date and work certificate have expired without action. A serendipitous meeting between Chris, Michael and an SBC inspector next to the proposed gate confirmed that gate fitting was imminent.

6          The Rose Garden

Following the enforced removal of the Rose Garden, in response to alleged complaints from members of the public relating to the artist’s interpretive statement and her refusal to amend or remove, an article in the local press from Cllrs Moyies generated significant controversy. Following concerns that a reference to SGRA implied their agreement with the manner and fact of removal, it was decided that, apart from clarifying to the Councillors that SGRA has not commented or been contacted about the matter, no further action was appropriate.

7   AOB

The “No Through Road” sign in the Horseshoe Crescent is deemed to be a success.

Following the appearance of “travellers” along the seafront, Richard had highlighted to SBC their own bylaws regarding parking, which forbid overnight stay.

One prospective director may be leaving the Garrison. It was noted that any replacement director must be a shareholder. Future changes in expenditure, and large value disbursements, would require granting of various permissions

There has been a surge in parking complaints. When the new directors take control, it will be necessary to revisit parking controls again.
