Parking on the Garrison
The majority of the roads on the Garrison are maintained and paid for by your estate charges.
As you may be aware, Southend Borough Council has implemented a Residents Parking Scheme to a number of roads in the vicinity of the High Street and Shoebury Station.
Consequently, following consultation with the Garrison Residents' Association (GRA) it is proposed to introduce a Parking Management Scheme covering the following non-adopted roads:
- Warrior Square Road (from Chapel Road up to the cricket pavilion)
- Chapel Road
- The Terraces and part of St Georges Road
- Horseshoe Crescent
- Brigadier Way
- Hospital Road
- Chesterman Road
- Parade Walk
- Hale Way
- Mess Road

More information on the parking options
After consulting with five independent parking service contractors, all being members of the British Parking Association, and analysing their proposals and tariffs, we are recommending that detailed discussions be pursued with UK Car Parking Management Ltd (CPM). Their initial proposals includes:-
- Contacting residents with an introductory explanation of the Scheme and supplying parking permits;
- Installation of bespoke signage;
- Undertaking regular patrols (24 hours/7 days a week);
- Initially placing warning notices on offending vehicles during an agreed phasing period;
- Issuing legally compliant Parking Control Notices (PCNs) to any offending vehicle accompanied by photographic evidence;
- Provision of an appropriate (5 to 10 minute) grace period for loading/unloading activity;
- In addition, the Scheme would be operated following discussion with Southend Borough Council during which it would be hoped agreement could be reached to ensure appropriate additional measures are simultaneously introduced on to the adopted estate road network;
- Whereas a number of proposals received have included for a substantial set up and ongoing administration fee, CPM's proposal is entirely without cost to the residents of the Garrison. Their income would be derived solely from the issue of PCNs, with no initial set up or ongoing management costs being levied.
This proposal will affect all Garrison residents, irrespective of whether you live on an adopted or un-adopted road. Therefore, before any scheme is introduced we would welcome the views of all residents and property owners at The Garrison.
Once a scheme has been approved, it is our intention to engage with Southend Council and encourage them to adopt a similar scheme on the adopted roads within the Garrison.
Given the scale of the consultation it may not be practical for us to enter into direct correspondence in respect of individual issues, however we will look to compile a list of any questions that are asked, along with our responses and make this available to all respondents as part of the process.
